It sounds like you are running the the Database Maintenance application (screen 98.290.00). What I think you need to do is run DB Update from the Solomon IV application (screen DB.UPD.ATE).
CSVs are processed from DB Update window by selecting the the files in the CSVs folder and then clicking "Begin processing".
This should be the issue so if this is what you are doing we should walk through it together to make sure there isn't a step missing.
